Ukraine has scored a series of victories in more than a week since launching a lightning offensive into Russian territory. Now the stakes are rising as its forces prepare to defend their gains and Russia begins to regain its footing.

Last week, Ukraine deployed thousands of troops to the Kursk region in western Russia, removing Russian flags from captured towns and taking the initiative from Moscow for the first time in months. On Wednesday, officials in Kyiv said Ukraine would use seized Russian territory as a “buffer zone” to shield its north from Russian strikes.

Panic spread quickly among local Russian residents in the early hours of the assault, despite repeated attempts by authorities to assure them that everything was under control, according to a timeline by Reuters of the first two days of the incursion.

Oleksandr Syrskyi, head of the Ukrainian armed forces, said on Thursday that Kyiv had set up a military commandant’s office in the occupied part of Kursk, suggesting ambitions to dig in. The occupied area exceeds 1,150 sq km, Syrskyi said.

Ukraine’s goals at Kursk include diverting Russian forces from the Donbas region of eastern Ukraine, where Russia has been making advances for months and is trying to seize the entire region, said Ukraine’s former defense minister, Andriy Zagorodnyuk. In addition to dealing a reputational blow to President Vladimir Putin, the largest invasion of Russia since World War II has decimated Russian forces, captured bargaining chips, and created a threat to Russia’s flank.

However, a Ukrainian foreign ministry spokesman said that Ukraine was “not interested” in permanently taking Russian land and that the territory was intended only as a bargaining chip in peace talks.

Kyiv-based military analyst Serhiy Zgurets predicted that Ukraine would try to maintain control of the area between the towns of Rylsk, Korenevoye, and Sudzha and the border, which gives Ukraine control of a strip about 20 km (12 miles) wide strip of Russian territory. “This line is not difficult to defend, given there are few roads and a large number of rivers,” he said, as quoted by Reuters.

Ukraine’s forces destroyed eight Russian attack drones and five out of eight missiles, Ukraine’s Air Force chief said on Sunday. As a result of the anti-aircraft combat, anti-aircraft missile troops of the Air Force, mobile firing groups of the Ukrainian Defence Forces, and electronic warfare units shot down 13 air targets in Kyiv, Sumy, and Poltava regions.

Ukrainian President Volodymyr Zelenskyy confirmed that the operation to strengthen Ukrainian troops in Kursk, Russia, on Saturday (08/17/2024), went according to plan. He referred to Syrsky’s report, which mentioned the strengthening of Ukrainian troops’ positions in the Kursk region and the expansion of the controlled territory steadily. This is also related to the capture of Russian soldiers who will be used for future prisoner exchanges.

“I thank all the soldiers and commanders who are taking Russian soldiers. Thus, the release of our soldiers and civilians held by Russia is getting closer,” Zelensky said.

Meanwhile, to win the war over Ukraine, Russia has increased its propaganda budget in 2024 by 20% from its already massive $1.6 billion. Russian economists have been at the forefront of internet disinformation since at least 2014 when it pioneered the use of bot farms to spread fake news about its invasion of Crimea. The Kremlin is at it again, according to French authorities.

Viginum, the France’s foreign-disinformation watchdog, says it has detected preparations for a large disinformation campaign in France, Germany, Poland, and other European countries. The uncovering of a Russian network of 193 websites designed to spread “deceptive or false” content about the war in Ukraine, comes after a series of destabilization efforts that French authorities have attributed to Moscow.

The network, codenamed “Portal Kombat,” also targeted Germany, Poland, and France, which are thought as particular targets as the European Parliament elections draw nearer.

Negotiations will begin for both countries on Tuesday in Luxembourg, the Belgian Presidency of the Council of the European Union said on X.

The move comes at a critical time for both nations with Ukraine in the middle of an invasion by Russia and Moldova facing a Russian-led insurgence by a breakaway state.

Ukrainian President Volodymyr Zelensky thanked the European Union for its “robust political will” to begin negotiations with his country despite the current Russian aggression.

“We look forward to next week,” Zelensky said on X. “We congratulate our Moldova friends on this significant step toward our shared European future. We will make the EU stronger together. I am grateful to everyone on our team who worked hard to make this historic step a reality.

“Millions of Ukrainians and indeed generations of our people are realizing their European dream. Ukraine is returning to Europe, where it has belonged for centuries, as a full-fledged member of the European community.”

Moldova President Maia Sandu confirmed on social media that she also signed a decree allowing accession negotiations with the European Union to move forward.

“Becoming an EU member is our path to peace, prosperity and a better life for all citizens,” Sandu said on X. “Wishing our delegation every success as they officially launch negotiations in Luxembourg next week.”

The European Union announced earlier this month that Moldova and Ukraine both met the requirements to join the group. All 27 countries must agree to allow them in. Hungary and its President Viktor Orban are expected to be the main roadblock for both countries.

Orban, who has maintained a close relationship with Russian President Vladimir Putin, had criticized Ukraine for its past corruption.

Russian President Vladimir Putin has signed a decree setting out the routine spring conscription campaign, calling up 150,000 citizens for statutory military service, a document posted on the Kremlin’s website showed on Sunday (31 March).

In July Russia’s lower house of parliament voted to raise the maximum age at which men can be conscripted to 30 from 27. The new legislation came into effect on 1 January 2024.

Compulsory military service has long been a sensitive issue in Russia, where many men go to great lengths to avoid being handed conscription papers during the twice-yearly call-up periods.

Conscripts cannot legally be deployed to fight outside Russia and were exempted from a limited mobilisation in 2022 that gathered at least 300,000 men with previous military training to fight in Ukraine – although some conscripts were sent to the front in error.

In September Putin signed an order calling up 130,000 people for the autumn campaign and last spring Russia planned to conscript 147,000.

Russian attacks

Russian shelling killed at least three people in different regions of eastern Ukraine on the front of the more than two-year-old war against Russia, local officials said, and two more in Lviv region, far from the front lines.

In the centre of the northeastern city of Kharkiv, a frequent target of Russia’s intensifying assaults on energy and other infrastructure, regional governor Oleh Synehubov said a strike targeted civilian infrastructure in the evening.

Regional news outlets said aerial bombs had been dropped on different areas of the region. No injuries were reported.

Earlier on Sunday, heavy shelling killed a man in the town of Borova, southeast of Kharkiv, local prosecutors said.

Police in Donetsk region, in Ukraine’s southeast, said Russian shelling hit 14 towns and villages, with two dead reported in Krasnohorivka, west of the Russian-held regional centre of Donetsk.

Russian forces captured the city of Avdiivka in Donetsk region last month and have since made small gains, but the situation along the 1,000-km front has changed little for months.

Attacks on infrastructure have extended well beyond the front line and Lviv regional governor Maksym Kozitskyi said two bodies were pulled from rubble after on such strike by cruise missiles. Rescue work continued through the day at the site.

Over the border in Russia’s Belgorod Region, a frequent target of Ukrainian shelling, regional governor Vyacheslav Gladkov said a woman was killed when a border village came umder attack.

Reuters could not independently confirm accounts of military action from either side.

Russian tech giant VK has effectively banned employees from working abroad permanently, state news agencies reported Wednesday, citing a company letter to workers.

VK, which employs more than 10,000 people, owns the popular Mail.ru email and news services as well as the VKontakte and Odnoklassniki social networks, among others.

Its letter to employees comes as Russian officials weigh tactics for luring back the tens of thousands of skilled IT workers who fled the country last year over the invasion of Ukraine.

VK workers must work from Russia in order to “be in the same context with users and understand their needs,” the company’s letter states, according to a copy obtained by the TASS news agency. 

The company’s press service told TASS that while both remote work and hybrid work are still permitted, full-scale remote work “with all accesses, including working with user data, is possible only from the territory of Russia.” 

Investigative media reported in January that VK, one of Russia’s largest tech conglomerates, had ordered workers based abroad to return to Russia or face dismissal. 

A VK source later said that the company didn’t intend to fire workers who wanted to stay abroad, but would be offering them transfers to projects with no access to sensitive information instead.

The Russian government estimates that 100,000 IT workers — or 10% of the nation’s tech workforce — have left Russia since the invasion of Ukraine, with some 80,000 of them continuing to work for Russian companies from abroad.

Russian lawmakers proposed legislation earlier this year that would ban workers in some sectors from working remotely from abroad.

In December 2021, Russian state-owned bank Gazprombank and insurance company Sogaz bought 57.3% of VK’s shares, thus becoming its majority stakeholders.

VK’s CEO, Vladimir Kiriyenko, is the son of Sergei Kiriyenko, the deputy head of President Vladimir Putin’s administration.
