Stockholm, September 8, 2023—The Committee to Protect Journalists has called on Kyrgyzstan authorities to abandon its latest threat to suspend independent investigative outlet Kloop if it does not remove a September 1 article containing allegedly false information.

“Following their recent application to shutter the outlet and now their threat to block its website, Kyrgyz authorities’ appetite for retaliation against Kloop for its uncompromising anti-corruption reporting appears to know no bounds,” said Gulnoza Said, CPJ’s Europe and Central Asia program coordinator, in New York. “Authorities in Kyrgyzstan must cease all efforts to silence Kloop and repeal the false information law, which has once again proven its only purpose is to shield officials from  criticism.”

On Thursday, September 7, Kloop received a letter from Kyrgyzstan’s Ministry of Culture, Information, Sport and Youth Policy warning that if the outlet didn’t remove a September 1 article within 48 hours its website would be blocked under the country’s false information law. The letter did not specify which information was false and followed a complaint against the outlet by the State Committee for National Security.

The article cited a jailed opposition politician’s allegations of ill-treatment—which he had posted on his personal Facebook page and was widely reported by Kyrgyz media—and included a rebuttal of the politician’s claims by the country’s penitentiary service.

Kloop does not intend to remove the report, the outlet’s co-founder Bektour Iskender told CPJ by phone, and the outlet has filed a complaint with the ministry. Iskender said Kloop has been expecting such a step from authorities and set up a mirror website in February.

On August 22, authorities applied to shutter Kloop after the outlet published an investigation alleging the involvement of relatives of Kyrgyzstan’s president and the head of the State Committee for National Security in the construction of a Barcelona soccer academy in Kyrgyzstan.

Kyrgyz authorities previously blocked Radio Azattyk, the local service of U.S. Congress-funded broadcaster Radio Free Europe/Radio Liberty, for nine months from October 2022, and restored their access following the removal of a report from the outlet’s websites.

Doha: The Cultural Village Foundation, Katara and Kyrgyzstan Embassy in Qatar held a Kyrgyz musical and cultural event entitled: “The Kyrgyz Culture through music, patterns, and ornaments,” as part of the quadranscentennial anniversary of bilateral ties.

The event was presented by the folklore and ethnographic theatre “Ordo Sakhna.”

Kyrgyzstan Ambassador to Qatar, H E Chyngyz Eshimbekov told The Peninsula that the event is part of the celebrations to mark 25 years of bilateral relations between Qatar and Kyrgyzstan.

“The cultural collaboration between the two countries is a very important pillar of the cooperation overall and we think this event will have a significant contribution to letting the public and Qataris know about the Kyrgyz culture.”

Qatar and Kyrgyzstan established diplomatic ties in March 1998.

He also said that preparations are in the works to bring Qatari artists to Kyrgyzstan to exhibit the country’s culture. Eshimbekov stated that no dates have been set yet, but it would be held this year.

Aside from the showcase of the collection of ancient traditional melodies and dastans (short epos), Kyrgyz carpets crafted from wool dyed with natural colours like indigo, madder root, pink wild rose petals and yarrow were also displayed at the Katara Drama Theatre where the event was held yesterday.

According to Ambassador Eshimbekov, the performance of “Ordo Sakhna” transported visitors from Katara’s music hall to Kyrgyz mountains, where they could breathe fresh air, green grass, and see breathtaking landscape.

“Ordo Sakhna” was formed in 1999 by a group of award-winning musicians. The organisation works to preserve, enhance, and publicise Kyrgyz traditions across the world. Its high degree of authenticity arises a detailed study of the spiritual traditions of the Kyrgyz people. The artists of the theatre have been able to revive the old dances “Bakshy-Biy” and “Shyrdak-Biy,” which were all but forgotten until recently, by learning from the keepers of folk customs.

The Kyrgyz ambassador thanked Katara for hosting the event, supporting the cultural team and making the event possible.

He also said that Katara has been “doing admirable jobs for years towards successful promotion of Qatari culture and the multi-faceted cultural cooperation. We congratulate you Prof. Dr. Al Sulaiti and we are proud we are also in line with great events hosted by Katara.”

Masdar has signed an agreement with the Kyrgyz Republic’s Ministry of Energy to develop a pipeline of renewable projects in the Central Asian nation, with a capacity of up to 1GW.

The first project in the pipeline is a 200MW solar plant, scheduled to begin operation in 2026.

The implementation agreement was signed by HE Ibraev Taalaibek Omukeevich, Minister of Energy of the Kyrgyz Republic and Mohamed Jamel Al Ramahi, Chief Executive Officer of Masdar.

Omukeevich said: “Today, the energy system of the Kyrgyz Republic faces challenges meeting the significant demand for electricity from all categories of consumers with our existing resources.

“At the same time, Kyrgyzstan has good solar energy potential.

“The successful implementation of projects to develop solar power plants of up to 1GW capacity will help to ensure our nation’s energy security.

“The large-scale development of the renewable energy system will also help to improve employment, living conditions and energy supply for the population of the republic, reduce poverty in rural areas, and improve the level of education, as well as introduce new modern technologies.”

Al Ramahi added: “Kyrgyzstan is blessed with abundant solar resources and we see this 200MW plant being the first of a number of projects that will support the nation’s goals on emissions reductions, while increasing clean energy access and security.”

Kyrgyzstan is looking to reduce its greenhouse gas emissions by as much as 44% by 2030 and achieve carbon neutrality by 2050.

While the country already generates around 90% of its electricity from clean energy resources, this is almost exclusively from aging hydropower plants.

The country’s high solar irradiation levels provide the opportunity to increase clean energy access and security.

The implementation agreement builds upon a memorandum of understanding signed by the two sides in April last year, in which Masdar agreed to explore renewable energy opportunities in the Kyrgyz Republic in support of the country’s decarbonisation goals.

Under the agreement, Masdar would explore and invest in a wide range of renewable energy projects such as ground-mounted solar PV, floating solar PV
