SAO JOSE DOS CAMPOS, BRAZIL – Embraer Commercial Aviation has appointed Marie-Louise Philippe Vice President Sales & Marketing, and Head of Region for Europe and Central Asia. Philippe reports to Martyn Holmes, the Chief Commercial Officer of Embraer Commercial Aviation. Marie-Louise will be based in Amsterdam, from where she will also support Embraer’s sustainability roadmap in the region.

With over 20 years of experience in the aviation industry, Marie-Louise has had a rich international career, being previously based in France, Singapore and Hong Kong. Philippe has had wide ranging commercial leadership roles at Airbus in procurement and customer affairs, and a strong sales record with customers in Europe and Asia.

Most recently Marie-Louise successfully led services and aircraft sales teams in South-East Asia, where she was also spearheading M&A, industrial cooperation projects, and serving on the steering board of a training centre.

“I’m delighted to welcome Marie-Louise to Embraer, she comes with an exceptional track record and reputation. Europe and Central Asia is a critical region for Embraer, where we have a strong history of building partnerships with some of the world’s most successful airlines. Philippe is the founder and President of the Women in Aviation Chapter Singapore, which promotes and drives diversity and inclusion in the aerospace sector.

Marie-Louise, an Austrian national, is married and has three children. She holds a degree in Business from Vienna University, is a keen sports woman and charity fund raiser, and recently competed in the 2023 Women’s Ironman World Championships in Hawaii.

The seaport of Aktau is located at the intersection of transport corridors connecting Kazakhstan, Iran, Azerbaijan, Russia and Turkey

The Government of Kazakhstan has granted a status of a seaport of international importance to Aktau Sea Port. Order No 820 dated 21 September 2023 has been published in the Legal Information System of Regulatory Legal Acts of the Republic of Kazakhstan.

The Ministry of Transport, the Ministry of National Economy and the Ministry of Finance of the Republic of Kazakhstan are to undertake the relevant measures in the procedure established by the legislation, according to the document.
Aktau Sea Port (Kazakhstan) is located on the east coast of the Caspian Sea at the intersection of several international transport corridors, thereby providing the transportation of dry cargo, crude oil and oil products from east to west, from north to south and back in the direction of Iran, Turkey, Russia, Azerbaijan, Turkmenistan, 12 months a year and 24 hours a day.

Annual capacity of the three oil berths in the port of Aktau is 7.5 million tonnes. There are three dry bulk berths for handling of general, packaged and oversize cargo, a berth for grain handling and a berth for ferries.

A container hub is to be put into operation at the port in 2025. It will let provide the full range of container handling services (up to 300 thousand TEU per year). A number of measures are to be undertaken to increase the capacity of dry bulk terminals. Berth No3 is to be extended, oil berths NoNo 9,10 are to undergo reconstruction, berth No12 is to undergo dredging works.

In 2022, Aktau Sea Commercial Port JSC handled over 3.8 million tonnes, up 9%, year-on-year.

Air Koryo flight from Pyongyang cancelled two hours after its scheduled arrival in Beijing

North Korea’s national airline’s first commercial flight since it largely closed itself off from the world in early 2020 in response to the Covid pandemic has been abruptly cancelled.

Journalists gathered on Monday at Beijing’s Capital international airport to await Air Koryo flight JS151 from Pyongyang, due to arrive at 9.50am.

But almost two hours after its scheduled arrival, the arrivals board in the terminal showed it as cancelled, prompting groans of disappointment from media waiting to see some of the isolated country’s first international travellers in years.

Beijing airport customer service told AFP that Air Koryo, Pyongyang’s national air carrier, had not given a reason for the cancellation.

Asked about the cancellation, China’s foreign ministry spokesperson said only that it had approved restarting commercial flights between Beijing and Pyongyang.

“During the summer and autumn flight season … the Chinese side approved flight plans for passengers such as the Pyongyang-Beijing and Beijing-Pyongyang routes of Air Koryo,” Wang Wenbin told a regular briefing.

AFP reporters who knocked on the bolted glass doors of Air Koryo’s Beijing office on Monday afternoon startled a man dozing on the sofa in the darkened room.

A second man who opened the door responded to AFP’s questions by repeatedly saying: “We don’t know.”

He referred reporters to the North Korean ruling party newspaper the Rodong Sinmun for “accurate” information, as a third man slipped inside, his shirt bearing a badge with portraits of the country’s two former leaders.

After three years of Covid-induced isolation as it closed its borders, there are increasing signs Pyongyang may be becoming more flexible.

Chinese and Russian officials attended a military parade in the North Korean capital last month – the first foreign dignitaries to visit the country in years. Last week Pyongyang allowed a delegation of athletes to attend a taekwondo competition in Kazakhstan.

The Yonhap and Kyodo news agencies reported that a group of people, believed to be North Korean athletes, had crossed the land border into China last Wednesday before travelling on to Beijing, then flying to Central Asia.

Air Koryo was to conduct its first commercial flight in over three years. Seoul’s unification ministry, which manages relations with North Korea, told AFP there was “absolutely nothing we are aware of” regarding the cancellation of the flight.

“There have been various signs regarding North Korea’s reopening of its borders,” an official said. “But it is difficult to determine yet whether it is a full-scale opening of the border or a fairly limited and controlled opening,” they added.

NK News reported on Monday that Air Koryo was due to carry out two flights from Russia’s Vladivostok to Pyongyang on Friday and next Monday.

WASHINGTON, January 12, 2023-The World Bank’s Board of Executive Directors approved today $15 million in grant financing from the International Development Association for the Technical Assistance for Financing Framework for Rogun Hydropower Project in Tajikistan (TA). This TA aims to support the Government of Tajikistan in improving the financial and commercial frameworks of the Rogun Hydropower Plant (HPP) Project and enhancing its technical, environmental and social sustainability.

The Rogun HPP Project, currently under construction, has the potential to generate significant economic, social, and environmental benefits for Tajikistan and other countries in the Central Asia region if it develops in a financially, environmentally, and socially sustainable manner. Once completed, the Rogun HPP Project will be critical in helping Tajikistan to meet its domestic energy demands, especially during wintertime, and to support neighboring countries through the export of surplus electricity. In addition, as a reliable source of clean and affordable electricity, the Rogun HPP Project can contribute to decarbonization of the Central Asia region.

The IDA grant will finance the hiring of experts on dam safety and environmental and social (E&S) frameworks to help with necessary improvements that will bring the project in line with current hydropower industry requirements and alignwith the World Bank’s Environmental and Social Framework. The TA project will also be instrumental in increasing Rogun HPP Project benefits to a larger number of people through a benefit-sharing mechanism whereby a portion of the project’s revenues would be channeled to various socio-economic programs and initiatives.

“Our technical support aims to improve the Rogun project’s development impact through greater sharing of the project’s revenues to benefit the people of Tajikistan, improvement of the project’s environmental and social performance, and expansion of clean electricity,” said Tatiana Proskuryakova, World Bank Country Director for Central Asia.”This support builds on our current investments in Tajikistan’s energy sector, which focus on improving electricity supply reliability for people and the economy, strengthening the governance of the sector, promoting financial sustainability, and increasing its transparency.”

The TA project would also improve the readiness of the Rogun HPP Project to increase the financing required for its completion. In particular, it would help to update the financing plan to ensure that annual spending on the project does not create macro-fiscal risks for the country and that the HPP has a reliable commercial framework for sale of electricity to domestic consumers and for exports.

The World Bank’s Board of Executive Directors also approved today $50 million in grant financing for a Development Policy Operation (DPO) to promote structural reforms to accelerate sustainable economic growth and mitigate economic vulnerabilities. The reforms supported by the DPO will also help improve the overall macroeconomic environment for the development of the Rogun HPP.

Currently, the World Bank is financing 22 projects in Tajikistan totaling $1.47 billion. Since 1996, the World Bank has provided over $2.65 billion in IDA grants, highly concessional credits, and trust funds for Tajikistan. The World Bank is committed to continuing its support as the country strives to improve lives and meet the aspirations of its young and growing population.
