(WO) — TotalEnergies’ CEO, Patrick Pouyanné, and the Minister of Energy of Kazakhstan have signed an investment agreement for TotalEnergies’ Mirny project during COP28 in Dubai. Mirny, the largest wind energy project ever initiated in Kazakhstan, will provide low-carbon electricity to over 1 million people, averting the emission of 3.5 million tons of CO2 annually in the country.

The Mirny project aims to construct a 1 GW onshore wind farm comprising up to 160 turbines, paired with a 600 MWh battery energy storage system for a reliable power supply. Mirny represents an investment of approximately $1.4 billion and serves as a prime example of TotalEnergies’ capability to leverage its position as a major partner in the upstream sector to expedite the development of renewable energy in oil and gas countries.

This investment agreement follows the signing in June 2023 of a power purchase agreement (PPA) for the Mirny project, marking the first such agreement in the country for a wind project of this scale. TotalEnergies will develop the Mirny project in collaboration with the National Wealth Fund Samruk-Kazyna and the National Company KazMunayGas, each holding a 20% stake in the project.

“At COP28, more than 110 nations committed to tripling renewable energy capacity by 2030. TotalEnergies supports this call. With this innovative wind and battery project, our company is making a direct contribution to this ambition and to the energy transition in Kazakhstan,” remarked Patrick Pouyanné, Chairman and CEO of TotalEnergies. “The signing of this Agreement on Investment will allow us to launch the Mirny project, helping TotalEnergies triple its power generation from 33 TWh to more than 100 TWh by 2030.”

DUBAI, United Arab Emirates,  — Abu Dhabi Future Energy Company PJSC – Masdar, the UAE’s clean energy powerhouse, and EDF have signed an agreement with the Ministry of Energy of the Kyrgyz Republic to explore the development of hydropower and renewable projects with a combined capacity of up to 3.6 gigawatts (GW).

The agreement was signed during COP28 in Dubai by Kyrgyz Minister of Energy, H.E. Taalaibek Ibraev, Masdar Director, Development and Investment (EMEA), Ahmed Al Awadi and EDF Assets Development Director for Europe and Central Asia, Emmanuelle Chevennement. The signing ceremony was witnessed by the President of the Kyrgyz Republic, H.E. Sadyr Japarov, UAE Under-Secretary for Energy and Petroleum Affairs at the Ministry of Energy and Infrastructure, Sharif Al Olama, and EDF Chairman and Chief Executive Officer, Luc Remont.

Despite an extensive clean energy portfolio encompassing solar, floating solar, onshore wind, offshore wind, floating wind, geothermal, battery energy storage systems and green hydrogen, today’s memorandum of understanding (MoU) represents Masdar’s first entry into the hydropower space.

Dr Sultan Al Jaber, UAE Minister of Industry and Advanced Technology, COP28 President and Masdar Chairman, said: “At COP28 it will be incumbent on the world to utilize all clean energy sources at its disposal to keep the ambition of limiting global temperature rises to 1.5C within reach. Hydropower is one of the oldest clean energy sources and has many positive attributes that can help a number of countries around the world achieve their climate goals and meet their net-zero targets.”

H.E. Taalaibek Ibraev, Minister of Energy of the Kyrgyz Republic said: “This agreement serves to further strengthen the existing ties between the Kyrgyz Republic, the UAE and France. Hydropower is a very important energy source for the Kyrgyz Republic and this agreement will help our nation to strengthen its existing clean energy supply and to develop projects utilizing other renewable energy sources.”

Masdar Chief Executive Officer Mohamed Jameel Al Ramahi said: “This agreement represents a new chapter for Masdar in our clean energy journey. With over 17 years of pioneering renewable energy technologies and successfully delivering utility-scale clean energy projects, we are glad to have the opportunity to  bring the energy, passion and focus to hydropower that we have utilized for so many other renewable energy sources as we seek, in partnership with EDF, to build a successful collaboration with the Kyrgyz Republic, deepening the strong relationship between the UAE and the Kyrgyz Republic.”

The Kyrgyz Republic has set a target of reducing greenhouse gas emissions by as much as 44 percent by 2030 and achieving carbon neutrality by 2050. The country already generates around 90 percent of its electricity from clean energy resources, almost exclusively from hydropower plants.

Central Asia is a significant emerging market for Masdar which has several agreements to develop solar and wind projects in the region. AKIPRESS.COM – President of Uzbekistan Shavkat Mirziyoyev signed a law on the ratification of the treaty between Uzbekistan and Kazakhstan on the demarcation of the Uzbek-Kazakh state border, concluded in Tashkent on December 22, 2022, according to the website of the President of Uzbekistan.

President of Kazakhstan Kassym-Jomart Tokayev signed the law on ratification of this agreement on March 28.

According to the agreement, the length of the demarcated line of the state border is 2,356 km 666 m. It was drawn on the basis of the agreements on the state border of 2001 and 2022. The signing of the agreement, which took place during the visit of the head of Kazakhstan to Tashkent, completed the process of legal registration of the border between Uzbekistan and Kazakhstan.

Zakon.kz wrote that negotiations on demarcation had been underway since 2003. Field work on the installation of border markers continued from 2004 to 2021. A total of 100 meetings of the joint demarcation commission and 34 meetings of the joint demarcation working group took place. The border has become longer by 5 km due to a change in the course of the river.

According to the agreement, 1,301 boundary markers were installed on the border line. 1,052 signs from one boundary pillar were installed on the land border line, 127 signs of two pillars along the banks of border rivers, canals and roads, and 122 signs from three border pillars at the confluence of internal and border rivers, canals and roads.

The parties agreed to conduct a joint check of the delineation of the border line every 10 years. Joint commissions will be created for these purposes.
